Organizational Context

 

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

 

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

The Division of Regional Bureaus and Field Offices (GLO/RFO) coordinates the field representation and interventions of UNIDO in Member States and regions. Within this context, the Division is responsible for determining programmatic priorities for UNIDO's services and ensuring that UNIDO responds to the specific needs and requirements of Member States and development partners at the country and regional levels. It facilitates, upon guidance of GLO/FLS, the development of regional strategies, country programmes (including Programmes for Country Partnership - PCPs) and monitors their implementation.

 

The Division encompasses all the UNIDO field offices and the five Regional Bureaus: Africa (GLO/RFO/AFR), also hosting the IDDA III Secretariat; the Arab Region (GLO/RFO/ARB); Asia and the Pacific (GLO/RFO/ASP); Europe and Central Asia (GLO/RFO/EUR); and Latin American and the Caribbean (GLO/RFO/LAC).

 

This position is located in the Country Office in Armenia that is responsible for representing UNIDO in the field by (a) serving as an effective partner for sustainable industrial development for the Government of Armenia, other national counterparts, as well as development and funding partners; (b) furthering UNIDO’s value addition and positioning among other sister agencies by ensuing active participation within the UN Country Team (UNCT); (c) identifying industrial development trends and growth opportunities; (d) identifying industrial development needs and donor priorities; (e ) monitoring industrial policy design and implementation; (f) developing result-oriented annual work plans and progress reports; (g) advocating for and highlighting the relevance of UNIDO’s work among various stakeholders and target audiences; (h) supporting the implementation of UNIDO’s technical cooperation projects; and (i) maintaining regular contact with the Regional Bureau and project managers and monitoring pipeline projects and activities.

 

The UNIDO Country Representative is expected to (a) undertake assignments requiring conceptual comprehension in relation to UNIDO’s mandate; (b) help create an enabling environment for supportive exposure and growth; (c) build relationships contributing to effective working-level partnerships and (d) achieve results that provide substantive baselines for the work of UNIDO in the country.

 

The UNIDO Staff Performance Management System reinforces collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her team and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required

 

Staff members are subject to the authority of the Director General and in this context, all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

 

  1. MAIN RESPONSIBILITIES

 

  • Representation: Represents UNIDO in the host country and maintain close relations with governments, stakeholders, development partners and donors as well as with the UN Resident Coordinator to promote the Organization’s mandate and serve as the main conduit for communication. Represents UNIDO and plays an active role in the United Nations Country Team, including coordinating, monitoring and reporting on UNIDO’s contributions to the United Nations (UN) Common Country Analysis (CCA) and the United Nations Sustainable Development Cooperation Framework (UNSDCF) as well as the participation in formulation of joint programmes and in joint fundraising activities with the expertise from the Organization's technical cooperation divisions.

 

  • Programme Development: Identifies and assesses national industrial development trends and needs as well as donor priorities to support UNIDO’s resource mobilization and project and programme development cycle. Proposes and contributes to the development and formulation of technical cooperation projects/programmes that cut across the varied and wide mandate of UNIDO with a special emphasis on the Regional Bureau and Field Network in line with the guidelines and procedures governing the delivery of UNIDO’s services. Contributes to the development, operationalization and promotion of regional and sub-regional strategies.

 

  • Programme Implementation: Participates in gathering data, analysing information, tracking status and rectifying actions related to ongoing projects/programmes across thematic areas in the countries of coverage. Assists in the preparation of the necessary inputs (project/programme documents, job descriptions, terms of reference, training arrangements, etc.) and monitors progress in implementation, including through visits to project sites when applicable. Supports the organization of high-level missions to the country and to UNIDO staff on mission in the country as requested. Ensures UNIDO’s concise and timely reporting to UN INFO.

 

  • Global Forum Function: Cooperates with team members in the Regional Bureau to organize UNIDO’s global forum activities (conferences, seminars, expert group meetings, Member State consultations, etc.). Contributes to the preparation of technical papers, background documentation, agendas, talking points or other written inputs for such engagements. Assists in the preparation of UNIDO’s publications and other information dissemination/communication aids and tools. Keeps abreast of technical and economic developments in the area of ISID, including by establishing contacts with various national stakeholders and industry representatives, following developments and trends.

 

  • Monitoring and Reporting: Monitors UNIDO’s activities, including through field visits, and draws/shares lessons to ensure a coherent and systematic approach to UNIDO’s service delivery. Oversees technical cooperation activities for programme outcomes and results at the ground level and submits progress reports to the Regional Bureau. Prepares and submits annual work plans, and monthly and annual reports to the Regional Bureau.

 

  • Resource Management: Manages the financial and human resources of the Field Office, and ensures the security and safety of employees and their eligible dependents, as well as the protection of UNIDO assets, property and information.

 

  • Other Special Projects: Performs other assignments as required by the chief of GLO/RFO/EUR.

  1.    MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education:

 

Advanced university (Master’s or equivalent) degree in social sciences, development studies, economics or another field relevant to UNIDO’s mandate is required.

 

Experience:

 

  • A minimum of five (5) years of professional experience in the fields of industry and development cooperation at national level, is required.
  • Experience in development cooperation is required.
  • Experience in technical cooperation programmes/projects, including supervising project teams in aspects of the project cycle (project formulation, design, implementation, monitoring and evaluation) is desirable.
  • Experience in evaluating the needs, challenges and growth opportunities in Armenia or other developing countries is desirable.
  • Experience in an international setting similar to the UN system and/or with government engagement is desirable.

 

Language Skills:

 

  • Fluency in written and spoken English and Armenian is required. Fluency in or working knowledge of other official language(s) of the United Nations is an asset.

 

NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post, if applying for a higher level position.
