Organizational Context

 

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

​​​​​​This position is located in the Facility Management Services. As part of the common services, on behalf of and financed by the Vienna-based Organizations (VBOs), the Facility Management Services (COR/BMS) of UNIDO is responsible for ensuring the safe and reliable operation, maintenance and repair of the Vienna International Centre (VIC) buildings and associated installations according to the local building codes and standards, and according to the VIC operating license conditions.

 

Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment as determined by the needs of the Organization.  The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. Main Functions

 

The incumbent is fully responsible for all the work carried out by his Team as well as carrying out complex and semi complex activities related to HVAC Electrical and Plumbing activities in accordance with Austrian Standards, rules, and regulations.  The multi-skilled assignments are distributed at 80% for HVAC electrical and 20% for plumbing activities.

 

  1. In cooperation with the supervisor, develops the yearly workplan of the Team including milestones, goals and priorities. Plans and administers work schedules, assigns tasks in a fair manner, provides technical guidance and training to colleagues, monitors quality of work completed, and provides feedback on work performance.

  2. Maintain electrical distribution systems and emergency power generators. Set up testing procedures for verification of equipment/system conditions and performance in accordance with characteristic data and optimal operation. Rectify faults by repairing or replacing components, wiring, drives, actuators, signaling devices, etc. as found necessary.

  3. Check conditions and functioning of equipment, make necessary adjustments of settings of protective devices, control sensors, alarm units, electronic signal transmitters, valves, flaps, etc. of the building automation system.

  4. Measure, analyze and evaluate equipment operation parameters by application of measuring instruments, functional diagrams, and user manuals for fault location.

  5. Fault finding on electrical cabinets by using computerized analysis systems. Assemble, install, and test equipment, wiring and control systems, according to construction drawings, wiring diagrams and installation manuals. 

  6. Check automatic pneumatic and hydraulic control systems for optimization of quantity/quality of air, water, energy consumption, etc., according to general established operation parameters of particular conditions and report on operation performance, anomalous observations during inspection, testing, etc. 

  7. Coordinate with contracting firms and colleagues to ensure that the work is carried out with minimum interruptions to the daily operations. Assist in shutting down and restarting different kinds of plants and perform maintenance work and operations requiring a system shutdown. Recommend spare parts and materials to be ordered for the implementation of the Project. 

  8. Act as a subject matter expert and advisor for the electricians on both HVAC maintenance teams, providing guidance on electrical HVAC and Building Automation System (BAS) installations, as well as the BAS network. 

  9. Ensures that all rules and regulations are being followed, that machines, equipment and material are handled in a competent, proper and safe manner, that protective clothing, such as masks, gloves and shoes are worn when required, and that tools are stored safely and properly in the Workshop and by all Team members. Recommends spare parts and prepares purchasing documents.

  10. Keeps abreast of the latest technology, norms and standards. Evaluates new products and techniques and recommends to the supervisor their appliance in the VIC. 

  11. Ensures that all the relevant information related to the work assigned has been appropriately recorded in the Facility Management Electronic Workorder Platform and wiring diagrams and electronic documentation have been updated. 

  12. Performs other related duties as assigned.

 


Minimum Requirements

 

Education:

Completed secondary education is required.

Certificate of completed apprenticeship or equivalent (e.g., “Gesellenbrief”) as Electrician / Control technician is required. The HTL or equivalent certificate is accepted in lieu of the completed apprenticeship. A Master Tradesman Certificate (Meisterprüfung) is an asset.

 

Technical and Functional Experience:

  • A minimum of eight (8) years as HVAC Electrician. Experience in leading small teams.
  • Proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet.
  • Experience with ticketing software or workorder management software is an asset.

 

Physical Requirements: 

Good physical condition is required. Work is organized around weekly changing shifts (Shift 1: Monday to Saturday from 06:00 to 14:30 and Shift 2: Monday to Thursday from 13:30 to 22:00). Work has partly to be conducted at irregular working hours and within short notice.

 

Languages:

Working knowledge of English and fluency in German is required.

Working knowledge of any other UN-language is an asset.
