ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty and hunger reduction, inclusive and fair globalization and environmental sustainability. The mission UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019 as well as the Riyadh Declaration adopted at the twenty-first session of UNIDO General Conference in 2025, is to promote and accelerate inclusive and sustainable industrial development in Member States. The relevance of this mission as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of inclusive and sustainable industrial development, however, applies to all SDGs.
The medium-term programme framework (MTPF) 2026 - 2029 is UNIDO’s core strategic document and it is in line with UNIDO’s Vision 2050. It sets a renewed vision to support Member States and shape their industries for development. The priorities include fair and sustainable global and regional supply chains, ending hunger through innovation and local value addition, renewable and clean energy, sustainable energy access and climate action. Cross-cutting priorities focus on industrial and economic policy advice, skills development, fostering digitalization and artificial intelligence, gender equality and the empowerment of women, supporting youth, promoting cleaner production and circular economy, and leveraging private sector investment and development finance.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards-related activities; and (iv) convening and fostering partnerships for knowledge and technology transfer, investment mobilization, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Sub-regional Offices and Country Offices.
The Office of the Managing Director (COR/OMD) enables the strategic leadership, governance coherence and performance oversight functions of the Directorate. Led by the Managing Director and Deputy to the Director General, COR/OMD ensures alignment across corporate services, enterprise risk governance, resource management and organizational priorities, and facilitates structured integration of governance frameworks in accordance with UNIDO’s Regulatory Framework.
Under the overall guidance of the Managing Director and Deputy to the Director General, and the direct supervision of the Senior Executive Officer, the Senior Programme Administrator, in close collaboration with all directorates and relevant organizational entities, supports the coordination and governance integration functions. The incumbent supports a structured integration of directorate-wide management information, oversight follow-up and cross-divisional processes to facilitate informed and timely executive decision-making.
At the G6 level, the incumbent exercises sound judgement, discretion and advanced analytical skills in dealing with sensitive governance-related information and supporting the coordination of complex institutional processes. The role entails the performance of coordination support functions within the organizational environment, with interventions that safeguard process integrity and ensure coherent service delivery across the Directorate.
The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the Directorate.
FUNCTIONAL RESPONSIBILITIES
The Senior Programme Administrator provides senior coordination and administrative support to governance‑ and management‑related processes across the Directorate and its institutional interfaces, and is responsible for the following:
- Support to coherence and integration across governance and management frameworks under the Directorate’s responsibility, including supporting the development, refinement and cross-divisional coordination of corporate governance policies and institutional frameworks applicable across the Organization.
- Compile, consolidate and organize background materials related to strategic initiatives, organizational reform measures, process optimization efforts and cross-directorate matters, highlighting gaps, inconsistencies or pending issues for follow‑up to support Directorate coordination.
- Support the preparation of Directorate‑level inputs to IRPF reporting and Programme and Budget follow‑up by collecting data, consolidating contributions, tracking submissions against templates and timelines, and ensuring the accuracy and completeness of supporting documentation.
- Maintain and update structured monitoring and tracking tools (action logs, dashboards, schedules or metrics) supporting directorate-wide management processes and systematic follow-up of executive decisions, flagging overdue items or of matters requiring attention.
- Coordinate the data gathering and maintenance of oversight findings and recommendations, liaise with internal and external relevant offices to track the status of management actions, consolidate updates, and support the orderly follow‑up of agreed actions. at the Directorate level.
- Compile analytical and procedural input for documentation prepared for the Managing Director and Deputy to the Director General on managerial matters requiring cross-divisional coordination and informed judgement.
- Support preparation of materials for internal and external engagements of the Managing Director, ensuring coherence of inputs and alignment with organizational priorities.
- Make recommendations for improvements to the design and delivery of the work processes and practices, by focusing on the provision of innovative defined corporate services and seeking opportunities to improve delivery of the service by collaborating or integrating processes or activities.
- Arrange, prepare and participate in meetings as appropriate, prepare minutes, summaries and follow-up actions for implementation among COR and Cross-Directorate as needed.
- Receive incoming requests and prepare the appropriate reply/actions in consultation with the relevant entities; provide relevant background information whenever necessary for decision making; Provide advice, solutions and answers to inquiries related to the corporate services, keep track of pending matters, follow up with other offices on deadlines.
- Draft routine and non-routine correspondance. Prepare papers, statistics, reports and presentations by extracting/summarizing statistics. Undertake computer-based searches and compile background information.
- Maintain an up-to-date electronic filing system and databases related to work.
- Perform other related duties and assignments as required.
MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Completed higher secondary education, high school diploma or equivalent is required.
Technical and Functional Experience
- A minimum of seven (7) years of relevant work experience in providing senior administrative, coordination and management support services within a complex organizational environment is required. If in possession of a first-level university degree or higher, a minimum of five (5) years of relevant work experience is required.
- Relevant experience in supporting governance‑related, management or corporate processes, such as compliance with established procedures, monitoring of actions and follow‑up of decisions, is required.
- Experience in collecting, consolidating, organizing and summarizing information and data from multiple sources to support reporting, monitoring, briefing and follow‑up processes is required.
- Experience in facilitating cross-divisional or cross-directorate coordination, by liaising with multiple stakeholders, tracking contributions, following up on deadlines and ensuring completeness and consistency of inputs is required.
- Experience within the UN system or an international/multicultural environment is desirable.
- Experience/proficiency in Microsoft Office applications (Outlook, Word, Excel and PowerPoint) and internet usage is required.
- Experience with SAP or similar ERP systems is desirable.
Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is desirable.
