ORGANIZATIONAL CONTEXT

 

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty and hunger reduction, inclusive and fair globalization and environmental sustainability.  The mission UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019 as well as the Riyadh Declaration adopted at the twenty-first session of UNIDO General Conference in 2025, is to promote and accelerate inclusive and sustainable industrial development in Member States. The relevance of this mission as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of inclusive and sustainable industrial development, however, applies to all SDGs.

 

The medium-term programme framework (MTPF) 2026 - 2029 is UNIDO’s core strategic document and it is in line with UNIDO’s Vision 2050. It sets a renewed vision to support Member States and shape their industries for development. The priorities include fair and sustainable global and regional supply chains, ending hunger through innovation and local value addition, renewable and clean energy, sustainable energy access and climate action. Cross-cutting priorities focus on industrial and economic policy advice, skills development, fostering digitalization and artificial intelligence, gender equality and the empowerment of women, supporting youth, promoting cleaner production and circular economy, and leveraging private sector investment and development finance.

 

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards-related activities; and (iv) convening and fostering partnerships for knowledge and technology transfer, investment mobilization, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Sub-regional Offices and Country Offices.

 

Office of Evaluation and Internal Oversight (EIO)

The Office of Evaluation and Internal Oversight (EIO) is responsible for providing the Director General, the Industrial Development Board, and management with independent and objective assurance, and advice, through internal audits, investigations and evaluations. It adds value to and improves the efficiency and effectiveness of UNIDO’s operations, the internal control framework, risk management, RBM, and governance processes of the Organization. The functions of the Office are governed by the EIO Charter (as approved by the Industrial Development Board in decision IDB.48/Dec.10 on 25 November 2020) and its three supplementary functional policies, namely the Evaluation Policy, the Internal Audit Policy and the Investigation Policy. The Charter grants EIO operational independence in relation to the performance and operations of its evaluation, internal audit and investigation functions.

 

The position is located in the Independent Evaluation Unit (EIO/IEU). The unit is responsible for planning and conducting independent mid‑term, terminal and ex‑post evaluations of UNIDO programmes, projects and service delivery to assess their relevance, efficiency, effectiveness, sustainability and impact, as well as leading strategic, thematic and country‑level evaluations. It also follows up on the implementation of recommendations and management action plans, ensuring accountability and continuous organizational improvement by feeding key findings, lessons learned and recommendations into policy, strategy and programme design. The functions further include developing evaluation guidelines, methodologies and training tools to uphold quality standards, maintaining active dialogue with personnel at headquarters, field offices and other stakeholders to promote the use of evaluation results, and cooperating with internal and external bodies involved in evaluation to keep UNIDO aligned with evolving best practices in the evaluation field.

At the G6 level the incumbent is expected to perform highly independent and specialized processes focusing on specialized service delivery and support services within the organizational environment and team.  

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within formal teams, the incumbent may be expected to backstop other team members as required.

 

FUNCTIONAL RESPONSIBILITIES

 

Under the supervision of the First Reporting Officer, the Senior Evaluation Assistant will provide support to independent evaluations and carry out related administrative and evaluation activities. In particular, the incumbent will perform the following tasks:

 

  • Assist in the planning, preparation, and conduct of independent project, programme and strategic evaluations, including, inter alia, compiling background information, preparing evaluation dossiers, and managing digital repositories.

 

  • Support the preparation of evaluation terms of reference, draft job descriptions for international and national evaluation consultants, design evaluation questionnaires and on-line surveys using digital survey platforms (e.g. Google Forms, Team Forms, etc.)

 

  • Prepare evaluation field missions and coordinate with the UNIDO Field Offices and/or relevant evaluation stakeholders (incl., inter alia, documentation, schedule of visits, travel arrangement, follow-up action);

 

  • Arrange and facilitate evaluation interviews, virtual and in-person meetings, briefings, debriefings and presentations at Headquarters, including follow-up;

 

  • Support the processing, compilation and presentation of qualitative and quantitative evaluation data by use of, inter alia, digital tools;

 

  • Assist in finalizing evaluation reports, including preparing annexes, tables, financial data, light-editing, formatting (print ready), and generating charts, dashboards, and infographics for publishing;

 

  • Prepare Management Response Sheets (MRSs) for evaluations, follow-up on due responses and maintain EIO/IEU electronic tracking systems; manage the tracking system for Management Action Plans (MAPs); and prepare reports on the status of implementations of recommendations and MAPs.

 

  • Provide logistical and administrative support in the organization of workshops, such as evaluation capacity building workshops, including travel arrangements, participant communication, hotel agreement in coordination with UNIDO Procurement, Financial, and Asset Management and Logistics Services, and in liaison with Field Offices, as needed.

 

  • Administer the process for recruitment of consultants and ensure maintenance of the internal EIO/IEU evaluation consultants’ database;

 

  • Monitor EIO/IEU budgetary resources and expenditures and maintain up-to-date records in UNIDO and EIO/IEU financial systems;

 

  • Provide assistance in the preparation of legislative documents and of the EIO/IEU input to the EIO annual report and the UNIDO annual report, as needed;

 

  • Draft EIO/IEU evaluation news;

 

  • Draft routine and non-routine correspondence ;

 

  • Carry out ad-hoc assignments, as and when required.

 

 

 

MINIMUM REQUIREMENTS AND DESIRABLE CRITERIA

 

 

Education: Completed secondary education, high school diploma or equivalent is required.

 

Technical and Functional Experience

  • A minimum of seven (7) years of relevant work experience is required. If in possession of a first-level university degree or higher, the minimum of five years of relevant work experience is required.
  • Experience in providing support to managerial/professional staff and using administrative skills to assist in the execution of project and programme development and implementation of work is required.
  • Experience/proficiency in using Microsoft Office (Outlook, Word, Excel and PowerPoint) is required.
  • Experience in office procedures and practices, preferably within the UN system or in a multicultural environment, is required.
  • Experience with SAP or similar ERP software is highly desirable.
  • Knowledge of data visualization tools such as Tableau or PowerBI is highly desirable.
  • Knowledge of and experience with AI tools is highly desirable.

 

 

Languages: Fluency in written and spoken English is required.  Fluency and/or working knowledge of another official UN language, particularly Arabic, French and/or Spanish is highly desirable.
