ORGANIZATIONAL CONTEXT

 

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty and hunger reduction, inclusive and fair globalization and environmental sustainability.  The mission UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019 as well as the Riyadh Declaration adopted at the twenty-first session of UNIDO General Conference in 2025, is to promote and accelerate inclusive and sustainable industrial development in Member States. The relevance of this mission as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of inclusive and sustainable industrial development, however, applies to all SDGs.

 

The medium-term programme framework (MTPF) 2026 - 2029 is UNIDO’s core strategic document and it is in line with UNIDO’s Vision 2050. It sets a renewed vision to support Member States and shape their industries for development. The priorities include fair and sustainable global and regional supply chains, ending hunger through innovation and local value addition, renewable and clean energy, sustainable energy access and climate action. Cross-cutting priorities focus on industrial and economic policy advice, skills development, fostering digitalization and artificial intelligence, gender equality and the empowerment of women, supporting youth, promoting cleaner production and circular economy, and leveraging private sector investment and development finance.

 

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards-related activities; and (iv) convening and fostering partnerships for knowledge and technology transfer, investment mobilization, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Sub-regional Offices and Country Offices.

 

The Directorate houses the Divisions of Coordination and Integration Support (IET/CIS), Quality, Impact and Accountability (IET/QUA), Agribusiness and Infrastructure Development (IET/AGR), Innovative Finance and International Financial Institutions (IET/IFI), Fair Production, Sustainability Standards and Trade (IET/PST), Public-Private Partnerships (PPP), and Climate and Technology Partnerships (CTP). The Directorate also ensures close coordination and collaboration among the Divisions and relevant entities in the Directorate of Global Partnerships and External Relations (GLO) and the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS).

 

The focus of the Division of Climate and Technology Partnerships (IET/CTP) is to identify, design, negotiate and coordinate innovative partnerships and support the elaboration and initiation of joint technical cooperation programmes and actions. The Division coordinates UNIDO’s Global Programme for Hydrogen in Industry and its related partnership and technical cooperation programme; and represents UNIDO in relevant high-level policy discussions and fora. Furthermore, the Division facilitates skills development, knowledge management and exchange, and supports UNIDO’s global forum activities associated to climate and technology innovation; and coordinates high-level partnerships and events.

 

The position is located under in the IET/CTP. The Project Administrator works under the overall guidance of the Chief of IET/CTP and in close collaboration with the colleagues of the Division to support the mandate of the Division.

 

PROJECT CONTEXT  

 

The IET/CTP Division is developing a set of actions to assist UNIDO Member States in leveraging Article 6 mechanisms to finance and achieve low carbon industrial development and to promote integrity and credibility in carbon markets. The Division coordinates and integrates UNIDO’s strategic approach under Article 6 of the Paris Agreement. Working in close collaboration with relevant UNIDO Divisions and Units, the Division leads and coordinates UNIDO initiatives on carbon markets engagement, including policy and regulatory support, capacity-building, awareness raising and technology demonstration among others with an objective to identify, design, negotiate, and manage opportunities to support the participation of UNIDO Member States in carbon market mechanisms. For this purpose, the Division is building strategic partnerships among Member States, the private sector, financial institutions, research institutions, experts, innovation platforms, intergovernmental organizations, and other key stakeholders to foster and enhance engagement in high integrity carbon markets. Additionally, it facilitates knowledge sharing among stakeholders, promoting the exchange of expertise, and identifying best practices to empower developing nations in their participation to carbon market and expansion of climate financing.

The aim of this call for expression of interest is to establish a two-years roster of qualified candidates who would be involved in the implementation of the technical cooperation projects portfolio of
the Division of Climate and Technology Partnerships (IET/CTP). Shortlisted candidates will be invited for a personal assessment, which may involve written assignment and personal interview. Upon successful completion of the application process, selected candidates will be added to the Project Administrators’ Roster and could be approached by UNIDO.

 

FUNCTIONAL RESPONSIBILITIES

 

Under the supervision of the Project Manager, and working with the project team, the incumbent administers elements of technical cooperation programme or specific project/s of limited complexity and execution of technical cooperation programmes and activities. The incumbent shall carry out following main duties.

 

  • Select, organize, analyze and synthesize technical, policy, regulatory and market-related information relevant to international carbon markets, Article 6 implementation, climate transparency frameworks and industrial decarbonization initiatives, in order to support the design, implementation and monitoring of UNIDO technical cooperation projects and programmes in developing countries and economies in transition;

 

  • Assess and analyze national and sectoral readiness for participation in international carbon markets through evaluation of institutional arrangements, MRV systems, legal and regulatory frameworks, registry systems, authorization procedures, climate transparency capacities, emissions data, carbon market methodologies, and stakeholder consultations as well as linkages and entry points of UNIDO technical cooperation to the international carbon markets;

 

  • Draft and contribute to the sections of technical project documents, concept notes, donor proposals, terms of reference, and analytical reports, including those related to project rationale, baseline assessments, theory of change, carbon market readiness, climate transparency systems, Article 6 operationalization, sustainable industrial development, and expected mitigation outcomes;

 

  • Inform experts, consultants and other project participants about logistical arrangements and internal procedures for monitoring and reporting in terms of the immediate objectives of specific projects;

 

  • Monitor specific aspects of project execution and identify problems and proposing that actions be taken to expedite delivery of inputs;

 

  • Draft comments on designated aspects of project progress as an input to programme monitoring including evaluation of progress toward establishment of robust MRV systems, Article 6 readiness, carbon credit generation potential, transparency enhancement, industrial decarbonization objectives, and private sector engagement in high-integrity carbon markets;

 

  • Draft project revisions, including adjusting individual project budgets, based on changed work plans in response to evolving technical requirements, policy developments, stakeholder priorities, donor guidance;

 

  • Contribute to stakeholder coordination, partnership development and technical consultations with governments, international organizations, private sector entities, carbon market standards bodies, financial institutions and development partners to facilitate implementation of UNIDO carbon market and climate transparency initiatives;

 

  • Support technical research and knowledge development related to carbon pricing instruments, voluntary and compliance carbon markets, industrial mitigation technologies, carbon credit methodologies, climate finance mechanisms, and integrity frameworks, including assessment of implications for developing country participation and sustainable industrial transformation.

 

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education: Advanced university degree (master’s or equivalent) in engineering, sciences, economics, business administration, international relations or other relevant discipline is required.

 

Technical and Functional Experience:

  • At least three (3) years of work experience in area relevant for the recruiting office is required.
  • Ability to research and analyse information is required.
  • Exposure to the needs, conditions and problems in developing countries is desirable.
  • Experience in evaluating the needs, conditions and problems in developing countries, is desirable.
  • Experience in the field of carbon markets, including experience at the international level, is desirable. Such experience may include support for the design, development, implementation, or assessment of carbon market mechanisms and climate finance instruments under voluntary and compliance markets, including familiarity with Article 6 of the Paris Agreement, international carbon crediting standards and methodologies, corresponding adjustments, registry and tracking systems, integrity frameworks, and climate transparency requirements under the Enhanced Transparency Framework (ETF) of the Paris Agreement.
  • Experience in engaging with governments, international organizations, private sector entities, financial institutions, and technical experts on matters related to carbon markets, emissions reduction/removal projects, climate policy, and sustainable industrial transformation, is desirable.

 

Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language, particularly French is desirable.
