ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty and hunger reduction, inclusive and fair globalization and environmental sustainability. The mission UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019 as well as the Riyadh Declaration adopted at the twenty-first session of UNIDO General Conference in 2025, is to promote and accelerate inclusive and sustainable industrial development in Member States. The relevance of this mission as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of inclusive and sustainable industrial development, however, applies to all SDGs.
The medium-term programme framework (MTPF) 2026 - 2029 is UNIDO’s core strategic document and it is in line with UNIDO’s Vision 2050. It sets a renewed vision to support Member States and shape their industries for development. The priorities include fair and sustainable global and regional supply chains, ending hunger through innovation and local value addition, renewable and clean energy, sustainable energy access and climate action. Cross-cutting priorities focus on industrial and economic policy advice, skills development, fostering digitalization and artificial intelligence, gender equality and the empowerment of women, supporting youth, promoting cleaner production and circular economy, and leveraging private sector investment and development finance.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards-related activities; and (iv) convening and fostering partnerships for knowledge and technology transfer, investment mobilization, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Sub-regional Offices and Country Offices.
The Directorate of Strategic Planning, Programming and Policy (SPP), headed by a Managing Director, is responsible and accountable for UNIDO’s strategic planning and programming through the provision of coordinated and cohesive frameworks and policy advice. It plays the central role for UNIDO regarding the engagement in South-South and Triangular Cooperation matters, the strategic positioning of UNIDO within the United Nation system, strategic engagement in multilateral fora including BRICS, G20 and G7. It also leads the promotion of Gender Equality and the Empowerment of Women through mainstreaming gender considerations at the institutional and programmatic level. In addition, the Directorate oversees the Organization’s industrial policy research, statistics and SDG9 reporting activities, and normative function, and ensures a cohesive and consistent approach to Knowledge Management (KM) in UNIDO.
The position is located under the Division of Strategic Programming, Results Monitoring and Quality Assurance (SPP/SPM) and it is intended to implement the mandate of the Division in relation to the operationalization of the UNIDO Monitoring and Reporting policy. The Programme Officer (Results and Performance Management) works under the overall guidance of the Director, Division of Strategic Programming, Results Monitoring and Quality Assurance; the direct supervision of the Chief of the Strategic Programming, Results Monitoring and Reporting Unit (SPP/SPM/SPR); and in close collaboration with the colleagues to support the mandate of the Division to enhance the quality of programme and project design and supports all Directorates in achieving the expected results.
At the P4 level, the incumbent is expected to deliver: (a) work that is analytical in contributing to results achieved by the Division; (b) in creating an enabling environment for collaborative work which is catalytic to achieving results; (c) in building relationships which contributes to counterparts’ engagement and (d) in achieving results that provide baselines for a service. The measure of success is timely, consistent and appropriate delivery of results.
The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required. Staff -members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.
II. Main Responsibilities
As a team member, whether on a divisional, cross-functional or cross sectoral level, the incumbent shall carry out the following activities to achieve the results of the Division and the outcomes of Directorate:
- IRPF and Results-Base Management (RBM) system review: Provide M&E expert advice to the ongoing review
- RBM award: Co-lead the design and implementation of the first UNIDO RBM award, liaise with internal and external stakeholders to identify RBM/M&E good practices at project/programme, country, directorate level to make sure the Award is delivered by the beginning of Dec 2025 at the Town Hall meeting
- Monitoring and evaluation process: Co-lead the process to map out the process of collecting performance and results data at project/programme, country, directorate and corporate level, identifying strengths and weaknesses, M&E tools and systems applied and associated costs, proposing concrete solutions to improve M&E process at all levels
- Work closely with technical cooperation (TC) and non-TC units to support the implementation and encourage ownership of M&E and reporting processes, support timely and accurate data submission, and promote adherence to UNIDO’s Monitoring and Reporting Policy
- Revisit and develop tools and templates on M&E, terminal self-evaluation, progress reports to ensure that they are aligned with the revised IRPF
- Corporate reporting: Provide M&E expert view and support the preparation of analytical inputs and the synthesis of programme and project-level results for key corporate reporting documents, such as the Annual Report, Programme and Budgets, and Medium-Term Programme Framework (MTPF) reporting
- Promote gender-responsive monitoring, evaluation and reporting: Support the integration of gender indicators and sex-disaggregated data into monitoring and reporting systems
- Perform other duties as assigned by the Director and the Unit Chief.

IV. Minimum Organizational Requirements
Education: Advanced university level degree (master’s or equivalent) in Economics, Environmental Management, Engineering or another field relevant to UNIDO’s mandate is required.
Experience:
- A minimum of seven (7) years of progressively professional working experience in technical cooperation in the field of industrial development, of which at least three (3) years should be at the international level is required.
- Experience in Monitoring and Evaluation is required.
- Experience with Results-Based Management is desirable.
- A proven track record in gender equality and the empowerment of women is required.
- Working with one or within international organisations, preferably within the UN system, involving technical cooperation experience is required.
- Proven stakeholder engagement and cross-functional coordination is highly desirable.
Languages: Fluency in written and spoken English and at least another UNIDO working language is required. An additional UNIDO working language is desirable.
