ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies to a greater or lesser extent to all SDGs.
The medium-term programme framework (MTPF) is UNIDO’s core strategic document. As the Organization moves from the 2022–2025 cycle to the 2026–2029 MTPF, it sets a renewed vision to support Member States shape their industries for development. The new priorities include renewable and clean energy, sustainable access and climate action, ending hunger through innovation and local value addition, and fair and sustainable global and regional supply chains. Cross-cutting priorities focus on industrial and economic policy advice, skills development, fostering digitalization and artificial intelligence, gender equality and the empowerment of women, supporting youth, promoting cleaner production and circular economy, and leveraging private sector investment and development finance.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Sub-regional Offices and Country Offices.
The Directorate of Corporate Services and Operations (COR), headed by a Managing Director, is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of corporate services to meet the support needs of the Organization, acts as a custodian for corporate management policies, and promotes a culture of cooperation, service orientation and corporate excellence throughout the Organization to deliver efficient and effective high-quality work and enable tangible impact on the ground to achieve ISID worldwide
Under the supervision of the Managing Director of the Directorate of Corporate Services and Operations (COR) and in close coordination with other organizational entities within UNIDO, the Digitalization, Innovation, and TC Optimization Services (COR/DIT) focuses on enabling the Organization through innovative digital solutions and ensuring secure and efficient IT services.
The position is located under COR/DIT/DIG. COR/DIT/DIG is responsible for the operationalization and implementation of IT and digitalization strategies and solutions, for setting and enforcing common IT standards and best practices at UNIDO and managing corporate IT services. The Unit, in close cooperation with relevant entities, shall ensure that applications and systems are implemented in an integrated, sustainable and secure manner. The Unit shall also provide added-value for the Organization based on cost-benefit considerations and deliver continuous improvement of the Organization’s IT operations.
PROJECT CONTEXT
As part of UNIDO’s ongoing digital transformation, COR/DIT/DIG is expanding the deployment of enterprise-grade low-code solutions built on Microsoft Power Platform to enhance organizational effectiveness and process automation.
The Power Platform Expert will lead the design, development, and implementation of robust business solutions using Microsoft Power Apps, Power Automate, and Dataverse, ensuring tight integration with SharePoint Online, Microsoft 365, and other enterprise systems. The incumbent will combine strong hands-on technical expertise with architectural oversight and governance contributions to help UNIDO scale Power Platform adoption securely and efficiently.
FUNCTIONAL RESPONSIBILITIES
Under the supervision of the Digitalization Lead (COR/DIT/DIG), the expert will contribute to this initiative as follows:
- Design and implement model-driven and canvas Power Apps, and Power Automate flows, aligned with enterprise architecture and governance standards.
- Define and implement Application Lifecycle Management (ALM) strategies, including solution layering, pipelines, and version control.
- Architect and manage integrations with SharePoint Online, Teams, Outlook, Azure services, and Dynamics 365, ensuring secure and performant connectivity.
- Contribute to Power Platform governance, including standards for environment management, data loss prevention (DLP) policies, and solution publisher conventions.
- Collaborate with IT infrastructure and security teams to ensure alignment with UNIDO’s Microsoft 365 and Azure environments.
- Provide technical guidance and peer review to ensure consistent solution quality, maintainability, and compliance with organizational requirements.
- Support knowledge transfer, mentoring, and documentation to strengthen UNIDO’s internal capacity and foster a sustainable Power Platform ecosystem.
- Advise on emerging opportunities such as Copilot Studio, AI Builder, and AI-assisted development tools to enhance efficiency and user experience.
MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Advanced university degree (Master’s or equivalent) in Information Technology, Computer Science, Business Administration, or related fields is required.
Technical and Functional Experience:
- At least five (5) years of experience in enterprise-level Power Platform solution design, development, and architecture, including hands-on delivery of Power Apps, Power Automate, and Dataverse-based applications is required.
- Proven expertise in Application Lifecycle Management (ALM) for Power Platform, including the use of pipelines, Git integration, and solution versioning is required.
- Proven expertise in Power Platform administration, including environment strategy, security roles, and DLP management is required.
- Deep understanding of Microsoft 365 ecosystem integrations, particularly SharePoint Online, Teams, Outlook, and Azure AD is required.
- Familiarity with Azure services relevant to Power Platform integration is required.
- Knowledge of AI Builder, Copilot Studio, or OpenAI service integration is desirable.
- Microsoft Power Platform certifications (PL-600, PL-400, or PL-200) are highly desirable.
- Exposure to Dynamics 365, Azure Data services, or Microsoft Fabric is an asset.
Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is desirable.
