Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Global Partnerships and External Relations (GLO), headed by a Managing Director, is responsible for UNIDO's relations with Member States and all external partners, including through the Policymaking Organs. It plays a central role for interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices; and supports the implementation of particularly complex projects, programmes and special assignments, thus also fulfilling an important role in safeguarding their quality and the reputation of the Organization.
The Division of ITPOs and Institutional Partnerships (GLO/ITP) will link UNIDO's Investment and Technology Promotion Offices (ITPOs) with international corporate partners and use the ITP network to forge, in collaboration with IET/PPP and GLO/FLS, partnerships with development partners. It will engage in match-making and partnership development at corporate, institutional and political levels to support developing countries and countries with economies in transition in becoming attractive investment locations resulting in increased levels of investments and, through investors and partners that the ITPOs bring to the table, engage in technology exchange partnerships that enable them to adopt new technologies for sustainable industrial development.
The Industrial Development Expert is under the direct supervision of the Head of ITPO Italy GLO/ITP/Italy and overall guidance of the Managing Director of GLO.
At the L3 level, the incumbent is expected to deliver: (a) work from a seasoned analyst; (b) in creating an enabling environment for work which is solid and anchored to achieving results; (c) in building relationships which contributes to relationship management and (d) in achieving results within a professional team. The measure of success is in consistent and dependable delivery of results.
The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.
Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.
Responsibilities
The Industrial Development Expert works under the overall guidance of the Director, Department of GLO/ITP; the direct supervision of the Head of UNIDO ITPO Italy and in close collaboration with the colleagues to support the mandate of the Division. She/he will be responsible for providing technical support to the smooth and timely execution of projects and be accountable for the achievement of project results as/if assigned. Specific responsibilities include but are not limited to:
- Provide operational support and supervision to the efficient running of the daily operations of ITPO Italy, ensuring that assigned inputs and outputs are delivered on time at the right level of quality and within the allocated budget;
- Prepare the annual work program, ad-hoc reports including technical and concept papers or other inputs for seminars, conferences, expert group meetings etc., as required by the ITPO Head and the project manager/allotment holder;
- Manage external relations by maintaining close relationships with all stakeholders involved in the project, including government institutions and international entities, locally based donor institutions, the private sector, civil society and academia to establish collaborations and synergies;
- Research, analyse and monitor the developments in investment as well as environment friendly or energy savings technology trends, particularly in regards to developing countries and countries with economies in transition and recommend appropriate strategies to the Head and to the Director of GLO/ITP;
- Establish and select based on certain technical criteria technology transfer project profiles for the ITP Network’s database as well as of local SMEs seeking partners in developing countries/countries with economies in transition;
- Advise enterprises, especially SMEs, in the identification of technology transfer opportunities, especially transfer of sustainable, environment-friendly and/or energy-saving technologies, and facilitates the establishment of contacts between interested parties, providing close follow up and counselling during project negotiations and implementation;
- Prepare, disseminate and promote technology project profiles among: UNIDO ITP Network, UNIDO projects, local technology suppliers and any other appropriate promotional channel;
- Ensure effective use of system wide project management tools, including IT based systems, delivers content for monitoring & evaluation purposes in order to maintain required standards of accountability and transparency in accordance with UNIDO’s rules and regulations and UNIDO’s Integrated Results and Programme framework (IRPF);
- Liaise and cooperate with the ITP Network (GLO/ITP) to ensure a constant flow of information on activities and results for reporting and communication purposes; among others, providing ITPO Italy’s timely inputs for preparation of advocacy, promotional and information material and tools (brochures, reports, websites)
- Support the ITPO Head and the project manager/allotment holder in developing synergies and networking with other ITPOs and UNIDO services in order to achieve more outputs and more impact, as well as in keeping regular communication with UNIDO field offices;
- Contribute to UNIDO’s global forum activities (conferences, seminars, expert group meetings, workshops, exhibitions) by providing logistical and substantive support, with the guidance of the ITPO Head and the project manager/allotment holder.
- Maintain regular contact and cooperation with relevant public and private sector agencies and institutions in Italy mandated with the promotion of foreign technology, especially for the organization of technology exhibitions and other promotional events, locally and abroad;
- Facilitate and support the organization of institutional and business missions to and from Italy, plus, in relevant occasions, cross-border excursions, in order to bring existing investment opportunities and sectors to the attention of potential partners and institutional investors, by arranging investment road shows as well as visits to project sites;
- Advise and support the ITPO Head and the project manager/allotment holder in the establishment of strategic institutional partnerships for ITPO Italy and for UNIDO;
- Provide substantive support in the organization of national and international technology promotion events aiming at match-making between Italy and foreign enterprises, in close cooperation with the UNIDO ITP Network;
- Coordinate and facilitate the dissemination and promotion of UNIDO methodology and tools by organizing training workshops for ITPO stakeholders and clients;
- Provide substantive support for the implementation of the “Delegate Programme”;
- Perform any other relevant and related assignments as required by the ITPO Head and project manager/allotment holder.

Minimum requirements and desirable criteria
Education
Advanced university degree (master’s or equivalent) in economics, international relations, engineering or in a closely related field with specialization in development countries and/or a related discipline relevant to investment promotion, technology transfer and capacity-building activities is required. Diplomacy career preparation is an asset.
Experience, technical knowledge and functional expertise
- A minimum of five (5) years of progressively responsible working experience, including some at the international level, in project execution or coordination, particularly in the areas of industrial development is required.
- Experience evaluating needs, conditions and problems in developing countries, and in technical cooperation projects in Africa and Asia is desirable.
- Professional experience in the Private Sector is desirable.
Language Skills
Fluency in written and oral English and Italian is required. Fluency or working knowledge of another official language of the United Nations, in particular French, is desirable.
