Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Office of Evaluation and Internal Oversight (EIO), is responsible for providing independent and objective assurance, advice, investigation, and evaluation to add value to and improve the efficiency and effectiveness of UNIDO’s operations, internal control framework, risk management, results-based management and governance processes. EIO provides evidence-based information that is credible, reliable, and useful, enabling the timely incorporation of findings, recommendations, and lessons learned into the decision-making processes at organization-wide, programme, and project levels. EIO also assesses the extent to which UNIDO’s programmes and projects, as well as thematic areas, correctly address and effectively achieve the stated objectives of the Organization. EIO is governed by its Charter.
The Evaluation Officer works under the overall guidance of the Director of the Office of Evaluation and Internal Oversight (EIO) and the direct supervision of the Chief of the Independent Evaluation Unit (EIO/IEU) and in close collaboration with the EIO colleagues to provide a range of evaluation and oversight services to the organization and its stakeholders.
The UNIDO Staff Performance Management System reinforces collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her team and colleagues, in the country as well as in the region and headquarters.
Staff -members are subject to the authority of the Director-General and in this context, all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization
Main Responsibilities
1. Evaluation function:
- Drawing on the latest evaluation practices, manage and/or conduct evaluations that are impartial, independent, and credible.
- Provide advice on self-evaluations.
- Manage evaluations of projects and programmes, and cross-cutting themes, and the respective evaluation teams.
- Source, hire, and supervise external consultants to ensure the production of evaluations that IEU requirements.
- Apply quantitative and qualitative evaluation data collection and analysis tools, techniques, and approaches.
- Ensure that evaluations meet high professional standards in line with the UNIDO Evaluation Policy and UN Evaluation Norms and standards.
- Ensure that evaluations are useful and timely to feed into a learning loop.
- Follow up management responses and Management Action Plans (MAPs) to recommendations, and monitor the status of implementation.
- Assist in planning the human and financial resources needed for a fully operational evaluation function.
2. Promote the evaluation function in the Organization:
- Contribute to providing training and capacity building on evaluation.
- Contribute to the development of best-practice policies and standards in evaluation and ensure their efficacy and consistent application throughout the organization.
- Contribute to the development and review of policies, guidance, systems, procedures, and tools related to evaluation.
- Promote accountability and learning to contribute to an enabling environment for results-orientation in the context of UNIDO’s mandate and the common goals of the UN Development System.
3. Support the Director, EIO, and Chief EIO/IEU on other special projects and assignments.
- Perform other related duties and assignments as and when required.

Minimum Organizational Requirements
Education: Advanced university-level degree (master's or equivalent) in Economics, Business Management, Social Sciences, Engineering, or another field relevant to UNIDO’s mandate required. Formal training in evaluation is desirable.
- A minimum of five (5) years of progressive professional experience in evaluation, at the international level, involving technical cooperation in developing countries is required.
- Experience in the identification of evaluation needs and; the elaboration of evaluation designs, including clear and focused evaluation questions; and the application of a range of evaluation data collection and analysis methods, using multiple and mixed methods is required.
- Experience in the field of livelihood support through the implementation of technical cooperation or development programmes/projects is desirable.
- Experience in facilitating stakeholder workshops, and focus groups is desirable.
- Knowledge of data visualization tools such as Tableau or PowerBI is desirable.
Language Skills: Fluency in written and spoken English is required. Fluency in or working knowledge of other official language(s) of the United Nations, is an asset.
