I. Organizational Context

 

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability.  The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

 

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

The Directorate is responsible for the Division of Industrial Policy Advice and Capacity Development (TCS/IPC), and technical Divisions of Circular Economy and Green Industry (TCS/CEG), Energy and Climate Action (TCS/ECA), Climate Innovation and Montreal Protocol (TCS/CMP); MSME Competitiveness, Quality and Job Creation (TCS/SME); and Digital Transformation and Artificial Intelligence (TCS/DAI). Leveraging the diverse skill sets of UNIDO personnel and the services provided by the two TC directorates, TCS collaborates closely with IET to develop and implement programmes and projects, aiming at enhancing synergy and complementarity and maximizing UNIDO corporate performance and impacts on the ground. The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in all Directorates across the Organization.

 

The Division of Energy and Climate Action (TCS/ECA) under the supervision of the Managing Director of the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), and in close coordination with other organizational entities within UNIDO, the Division of Energy and Climate Action (TCS/ECA) assists Member States in the transition to low-carbon and climate resilient economies through the promotion of renewable energy, energy efficiency solutions and breakthrough technologies in industry and other key sectors, diversifying supply chains for renewable energy manufacturing and stimulating innovation to address critical climate and energy related challenges.

 

The Division assists governments in fulfilling national commitments under the Paris Agreement and progress towards the 2030 Agenda for Sustainable Development, thereby facilitating a just transition towards sustainable industrialization. In transitioning to a low-carbon and climate resilient economies, the challenges of addressing energy poverty and climate change are an integral part of the Division's activities, as is the dissemination of policies, knowledge and technologies and pathways to plan, manage and finance the energy transitions and climate action for industrial transformation. It collaborates closely on converging issues with IET/CTP and TCS/CMP.

 

The position is located under the Sustainable and Just Energy Transitions Unit (TCS/ECA/JET) focuses on promoting energy for development and leveraging technology innovation and social inclusion to lead a just energy transition. It promotes the modernization of energy infrastructure to drive decoupling growth from emissions and deploys de-risking approaches to channel public and private investments to accelerate energy access and industrial development. It supports Members States in building and diversifying renewable energy supply chains and fostering manufacturing capabilities to achieve a just energy transition for all. The unit also supports the integration of energy system design into the wider development objectives and helps countries navigate the trade-offs for energy development while ensure compliance with social and environmental norms. Finally, the Unit coordinates the Global Network of Regional Sustainable Energy Centres and related partnerships and uses regional policies and approaches to achieve economies of scale.

 

The Associate Industrial Development Officer works under the overall guidance of the Director of the Division of Energy Climate Action and the direct supervision of the Chief of the Sustainable and Just Energy Transitions Unit, in close collaboration with colleagues to support the mandate of the Division to promote the transition to low carbon and climate resilient economies through the promotion of renewable energy and energy efficiency.

 

At the P2 level, the incumbent is expected to deliver: (a) work that is analytical in contributing to results achieved by the Division; (b) in creating an enabling environment for collaborative work which is catalytic to achieving results; (c) in building relationships which contributes to counterparts’ engagement and (d) in achieving results that provide baselines for a service. The measure of success is timely, consistent and appropriate delivery of results.

 

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

 

Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

 

II. Main Responsibilities

 

As a team-leader or member, whether on a divisional, cross-functional or cross sectoral level, the incumbent shall carry out the following generic activities to achieve the results of the Division and the outcomes of Department:

 

  • Programme Development:  Make proposals and contributes by gathering information and analyzing data for the development and formulation of technical cooperation projects/programmes in the area of just energy transitions exploring the role of industrialization in driving the just energy transition and its implications and opportunities in various regions. Programmes should be developed in line with the guidelines and procedures governing the delivery of UNIDO services and obtains internal approval.

 

  • Programme Implementation:  Participate in projects/programme implementation ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail the preparation of the necessary inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.), following up their implementation, including missions to the project sites, as well as support of oversight meetings in the field and at headquarters, contribution to projects/programmes reviews, and assisting the Evaluation Group in its evaluations of projects/programmes.

 

  • Funds Mobilization: Cooperate with other divisions in-house in mobilizing the funds necessary for project and programme implementation.

 

  • Global Forum Function: Assist in the preparation for UNIDO’s global forum activities (conferences, seminars, expert group meetings, etc.) and in their running and prepare technical papers or other inputs for these Prepares UNIDO publications and other information dissemination aids and tools. Keep abreast of technical and economic developments in the areas of the Division’s mandate, in particular with regard to investment promotion services, through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends.

 

  • Perform other related duties and assignments as required by the Chief of the Division or Director of the Department.

IV. Minimum Organizational Requirements

 

Education:  Advanced university degree (master’s or equivalent) in Economics, Environmental Management, Engineering or other field relevant to UNIDO’s mandate, is required.  A specialized degree in renewable energy technology or energy policy is desirable.

 

Experience:  

  • A minimum of three (3) years of working experience in the areas of the mandate of the Division, including at an international level, involving technical cooperation in developing countries is required.
  • Demonstrated experience in supporting or implementing projects in the field of sustainable energy, renewable energy technologies is required.
  • Experience in the design, development and implementation of projects on the ground, especially in emerging and developing countries is desirable
  • Experience in developing and preparing reports and policy briefs that allow for the supporting data and analytics is desirable.
  • Experience in all phases of the Project Cycle, is required
  • Experience evaluating the needs, conditions and problems in developing countries, is desirable.

 

Languages:  Fluency in written and spoken English is required.  Fluency in or working knowledge of other official language(s) of the United Nations, is desirable.
