ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Global Partnerships and External Relations (GLO), headed by a Managing Director, is responsible for UNIDO's relations with Member States and all external partners, including through the policymaking organs. It plays a central role for interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices; and supports the implementation of particularly complex projects, programmes and special assignments, thus also fulfilling an important role in safeguarding their quality and the reputation of the Organization.
The Division of Regional Bureaus and Field Offices (GLO/RFO) coordinates the field representation and interventions of UNIDO in Member States and regions. Within this context, the Division is responsible for determining programmatic priorities for UNIDO's services and ensuring that UNIDO responds to the specific needs and requirements of Member States and development partners at the country and regional levels. It facilitates, the development of regional strategies, Programmes for Country Partnership - PCPs and monitors their implementation. The Division encompasses all the UNIDO field offices and the five Regional Bureaus: Africa (GLO/RFO/AFR), also hosting the IDDA III Secretariat; the Arab Region (GLO/RFO/ARB); Asia and the Pacific (GLO/RFO/ASP); Europe and Central Asia (GLO/RFO/EUR); and Latin American and the Caribbean (GLO/RFO/LAC).
This position is located under the Regional Bureau for the Arab Region (GLO/RFO/ARB) and located in the UNIDO filed Office in Morocco (GLO/RFO/ARB/MOR). The Chief of the Arab Regional Bureau is the Project Manager for the PCP Morocco.
PROJECT CONTEXT
UNIDO and Morocco have signed the Programme for Country Partnership (PCP) in March 2019 with a total budget of 77 million Euro. The overall objective of the PCP Morocco is to accelerate ISID in the country by facilitating the mobilization of partners, expertise and resources. As such, the PCP triggers a long-term development process, contributing to the achievement of SDG 9 and other relevant SDGs.
In January 2025, and upon the request of the Ministry of Trade and Industry of Morocco, the PCP Morocco is extended the PCP Morocco is extended until 2027. This extension will be an opportunity to review the PCP Morocco priorities to align it with Morocco Development model, the new industrial strategy (under finalization) objectives and to increase the fund mobilization and to develop a new phase for the strategic cooperation between UNIDO and Morocco.
The PCP Morocco is fully aligned with the dynamics of the United Nations Sustainable Development Goals (SDGs), which Morocco has adopted through its national policies and its commitments to sustainable development. Through its various components, the PCP has contributed to several SDGs, reinforcing Morocco's efforts to achieve these goals by 2030.
PCP Morocco is developed to support the implementation of the national industrial strategy. It is based on the principle of national ownership in order to ensure the sustainability, the scope and the effectiveness of its results.
The main government counterpart in charge of the implementation of the PCP Morocco is the Ministry of Industry and Trade.
the PCP Morocco National Coordinator will work under the strategic guidance of the Chief of the Regional Bureau for the Arab region and the direct supervision of UNIDO Country Representative in Morocco and is expected to work closely with relevant organizational unites at UNIDO. Such collaborations and teamwork are valuable by the organization.
FUNCTIONAL RESPONSIBILITIES
under the strategic guidance of the Chief of the Regional Bureau for the Arab region, PCP Morocco Project Manager, and the direct supervision of UNIDO Country Representative (UCR) in Morocco and close cooperation with the project team in the HQ and field location, the National Coordinator will be responsible for the performance of the following main duties:

PCP Coordination and Implementation
Advise the Project Manager and UCR in preparing detailed work plan and budget, design monitoring and evaluation tool for the PCP;
Coordinate the execution of all activities leading to the successful implementation of the PCP in Morocco, including alignment of the projects under the PCP with the national priorities, quality control and monitoring of all project activities in the country.
Eensure the operational follow-up of the PCP Morocco.
Facilitate the implementation of each component of the PCP in coordination with the Ministry and the assigned PCP Morocco Component Managers at UNIDO HQ.
Liaise with government counterparts, provide regular updates as required;
Coordinate, maintain and initiate effective dialogue with key stakeholders and partners in the country;
Attend key meetings related to the PCP and act as the focal point of the PCP at national level;
Support PCP Managers and teams in the preparation of missions to the field, if needed;
Support the mobilization of funds by identifying potential funding sources and fostering relationships with donors and partners;
Take project initiatives to enhance the success of the PCP including partnerships opportunities with private sectors. |

Monitoring, Evaluation and Reporting
Provide inputs for strategic advice in the elaboration of the operational planning and monitoring system for the PCP;
Coordinate the monitoring and evaluation for the activities of the PCP using appropriate tools with output verifiable indicators as indicated in the PCP programme document;
Monitor the implementation of PCP Morocco and periodically evaluate its progress.
Coordinate the preparation of monthly, quarterly and annual reporting of the PCP;
Lead the coordination and preparation of the PCP coordination unit and provide secretariat to the PCP National coordination body.
Coordinate the preparation of a final report at the end of the contract comprising all relevant information compiled from the interim reports, conclusions and recommendations; |

External Relations
Identify strategic partners from government, donors, private sector, academia;
Map potential financial and technical partners for the PCP, and develop a data base of information on partner and donor requirements, priority areas and available tools;
Maintain networks and partnerships with national institutions, private sector, UN sister agencies;
Participate actively in UNCT thematic groups and share data on PCP achievements as required.
Coordinate the dissemination of PCP knowledge to the wider public by proposing examples of best practices and success stories, as well as replicable strategies and approaches. |

MINIMUM ORGANIZATIONAL REQUIREMENTS
Education
Advanced university degree (master’s or equivalent) in economics, engineering, sciences, agro-industries, environment, business administration, or other relevant discipline is required.
Technical and Functional Experience

At least five (5) years of professional experience in coordinating the implementation of development/technical cooperation programmes/projects at national level, is required.

Experience in evaluating the needs conditions and problems of the country or similar country in the region is required.

Experience/knowledge of other development agencies donor communities, private sectors, government and relevant institutions in the country, or similar country in the region is desirable.

Excellent communication and drafting skills is required.
Languages
Fluency in written and spoken Arabic, French and English is required.
