Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Global Partnerships And External Relations (GLO).
The position is located under Division of Regional Bureaus and Field Offices, Asia and Pacific Region, Vietnam (GLO/RFO/ASP/VIE).
At the G3 level the incumbent is expected to perform general support processes focusing on basic service delivery or information exchange within the organizational environment and team. His/her interventions result in the contained process impact.
The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.
FUNCTIONAL RESPONSIBILITIES
Under the supervision of the First Reporting Officer, the Senior Driver / Assistant is responsible for the following key functions:
- Ensuring the provision of reliable and safe driving services by:
- Driving the UNIDO official vehicle to provide the transportation of UNIDO, other high-ranking officials and visitors, and delivery and collection of mail and other items in a timely, safe and courteous manner;
- Meeting official personnel and visitors at the airport and facilitate immigration including visa and customs formalities when required;
- Ensuring regular and cost-savings professional service maintenance and repair of the UNIDO vehicle. This includes maintaining a high-level of cleanliness and repairs and ensuring that oil, water, battery, brakes and tires all meet the authorized safety regulations, and logging all official travel, daily mileage, gas consumption, oil changes;
- Immediately reporting incidents, accidents or concerns with regard to the safety of the vehicle and ensure that the steps required by applicable rules and regulations are taken;
- Ensuring availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts in the assigned vehicle.
- Provides administrative and logistical support, focusing on achievement of the following results in coordination with the Senior Administrative Assistant:
- Deliver, collect, receive and forward incoming and outgoing mail, letters and other correspondence of UCO, ensuring that all deliveries and collections are made in a timely manner;
- Logistical support for organization of workshops, training and field trips;
- Collection and update of staff information on a monthly basis, ensuring all data and information is correct and accurate;
- Draft simple correspondence in English and Vietnamese, when required;
- Assist with administrative tasks in photocopying and filing;
- Update contacts of officials in government offices, ministries, UN agencies and other partners.
- Assist in maintaining the UCR’s calendars, and support her/him in daily work;
- Collection of necessary documents;
- Assist with the arrange of the official travel of the UCR;
- Perform other duties to support UCR, as required.
MINIMUM REQUIREMENTS AND DESIRABLE CRITERIA
Education: Completed secondary education or equivalent, is required. Training in motor vehicle driving and possession of a valid Vietnamese B class driver’s licence is required.
Technical and Functional Experience:
- A minimum of three (3) years of work experience as a driver with safe driving record, is required.
- Knowledge of national traffic laws, driving rules and regulations, and local road conditions in Viet Nam, and technical skills in minor vehicle repair, is required.
- Three (3) years of relevant work experience in handling clerical work, is required
- Experience/proficiency in using computer and office software packages (Microsoft Office, Outlook, Word, Excel and PowerPoint) and internet, is required.
- Experience in driving high-ranking United Nations officials, staff members and/or diplomatic staff is desirable.
- Experience within the UN system or in a multicultural environment, is desirable.
- Experience in providing support to managerial/professional staff and using administrative skills, is desirable.
- Familiarity with SAP or similar ERP software is desirable.
- Takes initiatives, works independently, exercises sound judgment and flexibility, with a service-oriented approach and problem solving skills;
Languages: Fluency in written and spoken English is required. Vietnamese is mother tongue.
