ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, ensures the Organization's application of strategies and interventions for sustainable industrial development related to environment, energy, Micro, Small and Medium-Enterprises (MSMEs), and digitalization. The Directorate also oversees the Organization's normative contribution to achieving the Sustainable Development Goals through industrial policy advice and capacity development. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute to effective and appropriate technical, business and policy solutions and are focused on results, scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.

 

The Directorate is responsible for the Division of Industrial Policy Advice and Capacity Development (TCS/IPC), and technical Divisions of Circular Economy and Green Industry (TCS/CEG), Energy and Climate Action (TCS/ECA), Climate Innovation and Montreal Protocol (TCS/CMP); MSME Competitiveness, Quality and Job Creation (TCS/SME); and Digital Transformation and Artificial Intelligence (TCS/DAI). Leveraging the diverse skill sets of UNIDO personnel and the services provided by the two TC directorates, TCS collaborates closely with IET to develop and implement programmes and projects, aiming at enhancing synergy and complementarity and maximizing UNIDO corporate performance and impacts on the ground. The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in all Directorates across the Organization.

 

Under the supervision of the Managing Director of the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), and in close coordination with other organizational entities within UNIDO, the Division of Circular Economy and Green Industry (TCS/CEG) contributes to greener and more circular industries and products by minimizing both resource use along value chains and the emission of pollutants to the environment.

 

The Division promotes just transitions to circular economies, reduced release of pollutants into the environment and other green industrial and economic approaches to help Member States to grow economically while simultaneously addressing the three planetary crises of climate change, biodiversity loss and pollution. It promotes circular economy policies, programmes and practices including circular business models that improve the profitability of industries while creating social and environmental benefits. It does so by supporting resource efficiency increases in the manufacturing and use of products along value chains and during the life cycle of the product; by reducing or eliminating the emission of non-fuel-related greenhouse gas emissions; and by assisting in achieving the objectives of and compliance with multilateral environmental agreements. In doing so, its activities further improve competitiveness, as well as the development of and access to markets, particularly for small and medium-sized enterprises. This contributes to climate-neutral, resilient, pollution-free industrial development, supporting co-existence that is in harmony with nature.

 

This position is located under the Circular Resource Efficiency Unit (TCS/CEG/CRE) which is responsible for supporting capacity development to promote the adoption of circular and resource-efficient consumption and production patterns across value chains. It fosters circular economy solutions including policies, programmes, practices, and business models that enhance industry profitability while generating social and environmental benefits. Furthermore, it facilitates design for circularity emphasizing reduced or alternative materials inputs, greater durability, reusability, reparability, and ultimately recyclability. The Unit promotes nature-based solutions and ecosystem-based approaches that support the co-existence of industries and nature.

 

PROJECT CONTEXT

The development objective of the second phase of the Global Eco-Industrial Parks Programme (GEIPP II), which is funded by Switzerland through the Swiss State Secretariat for Economic Affairs (SECO), is to promote circular economy approaches in industries, to mitigate the climate impact of industries and to help the industrial parks to adapt to the negative consequences of climate change.

 

The programme will achieve this by continuing to facilitate the uptake of Eco-Industrial Park approaches in scaling up resource efficiency, minimalizing waste, promoting recycling and improving economic, environmental and social performances of businesses, thereby contributing to inclusive and sustainable industrial development in a circular economy.

GEIPP is structured into two main components:

  • Component 1: Country Level Interventions

  • Component 2: Global Knowledge Management

 

GEIPP will deliver the expected results via four outcomes and the respective outputs under the two components.

 

Specifically the project, Scaling up Eco-Industrial Park approaches to promote Circular Economy in Viet Nam, aims to promote circular economy approaches in industries, to mitigate the climate impact of industries and to help the industrial parks to adapt to the negative consequences of climate change by continuing to facilitate the uptake of Eco-Industrial Park approaches in scaling up resource productivity, minimizing waste, promoting recycling and improving economic, environmental and social performances of businesses, thereby contributing to inclusive and sustainable industrial development in a circular economy.

 

With basic capacity building and EIP piloting undertaken by Ministry of Planning and Investment (MPI) and UNIDO in the previous phase, the Project will create a favourable environment for replication of EIP approaches and CE implementation across the country. The upscaling of EIP approaches will result in enhanced productivity of industries as well as in a reduction of their greenhouse gas emissions and enhanced resilience of industry to climate change.

 

Under this project, a Project Management Unit (PMU) in Hanoi, comprising elements from UNIDO and from the Ministry of Planning and Investment (MPI) has been established.

The PMU will undertake the roles and responsibilities of the execution of the overall project on behalf of the Project Steering Committee (PSC) and in coordination with UNIDO. The PMU is headed by the National Project Director (NPD) employed and appointed by MPI. A National Project Coordinator (NPC), employed by MPI, assists the NPD in the regular supervision and monitoring of the project.

 

FUNCTIONAL RESPONSIBILITIES

 

Under the supervision of the UNIDO Project Manager (PM) based in Vienna and the MPI National Project Director based in Hanoi and in coordination with the Lead Expert and Project Coordinator based in Vienna, and the regular coordination with National Project Coordinator based in Hanoi and other members of the PMU to implement duties of PMU as stipulated in the Project Document and Decision of the MPI Minister to establish the PMU. The National Project Manager (NPM) will oversee and coordinate the delivery of project outputs, ensure close coordination with the ministry's focal points and the national stakeholders, and ensure the timely submission of all programmatic progress reports.

Advise the UNIDO Project Manager and the MPI National Project Director in preparing detailed work plan and budget, design monitoring and evaluation tool for the project activities. Update the annual work plan (AWP) and budget, in line with the approved project document. The AWP should include clear objectives, milestones, means of verification, indicators, and the operational budget;

 

Update, monitor, manage, and mitigate the project risks identified in the project document and submit revised risks analysis regularly, to the PSC;

 

Coordinate the execution of all activities leading to the successful implementation of the project in the country, including implementation, quality control and monitoring of all project activities in the country;

 

Liaise with government counterparts, provide regular updates, financial reports and troubleshot problems as required;

 

Plan, organize and facilitate project activities such as meetings, workshops, and training activities, and prepare minutes or reports for distribution to key stakeholders. Attend key meetings related to the project and act as the focal point of the project at national level;

Organize and conduct briefings and debriefings on projects for the country, sub regional aspects, resources and development towards maximizing project performance level;

 

Coordinate the preparation of ToRs for recruitment of national project consultants and contractors;

 

Supervise the work of the local project team assigned to work on the project and/or to perform ad-hoc activities;

 

Coordinate the preparation of technical requirements/technical specifications for procurement, including designing of technical requirements, elaboration of relevant questions from tenders, evaluations, etc. ensuring compliance with the relevant UNIDO administrative rules and policies;

 

Facilitate the organization of missions of national and international experts. Facilitate the visits of national and international expert to pilot industrial parks, meetings with key national stakeholders;

 

Take project initiatives to enhance the success of the programme including partnerships opportunities with private sectors;

 

Maintain close links with other private sector development initiatives to ensure a consistent and integrated approach.

Monitoring, Evaluation and Reporting

 

Provide inputs for strategic advice in the elaboration of the operational planning and monitoring system for the project;

 

Support the assessment and continuous monitoring of pilot industrial parks against the international EIP framework and keep good communication with the park managers

 

Coordinate the monitoring and evaluation for the activities of the project using appropriate tools with output verifiable indicators;

 

 

Ensure the optimal exchange of technical and policy information among the stakeholders involved in the project and document knowledge sharing activities. Capture lessons learnt during project implementation;

 

Execute the administrative and financial monitoring of the project and its activities;

 

Coordinate the preparation of monthly, quarterly and annual reporting for the programme according to donor specifications and UNIDO requirements;

 

Coordinate the preparation of a final report at the end of the contract comprising all relevant information compiled from the interim reports, conclusions and recommendations;

 

Lead the coordination and preparation of steering committee meetings (SCs), including preparing ToRs.

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education: Advanced university degree (Master's degree or equivalent) in economics, engineering, sciences, agro-industries, environment, business administration, or other relevant discipline is required.

 

Technical and Functional Experience:

 

  • At least five (5) years of professional experience in coordinating the implementation of development/technical cooperation programmes/projects at national level, is required.

  • Experience in evaluating the needs conditions and problems of the country or similar country in the region is required.

  • Experience/knowledge of other development agencies donor communities, private sectors, government and relevant institutions in the country, or similar country in the region is desirable.

  • Knowledge on Eco-Industrial Parks, resource efficiency, low-carbon production technologies application is required. Practical implementation of environmental projects, EIP and RECP approaches in developing countries and economies in transition is desirable

  • Experience in online and face-to-face training and capacity development is desirable.

 

Languages: Fluency in written and spoken Vietnamese and English is required. Fluency and/or working knowledge of another official UN language is desirable.
